Our mission, purpose and values
As Board Members, we set the strategic direction of the organisation and oversee assurance and compliance.
Our Mission, Purpose and Values guide how we operate.
Our mission. We were set up to provide good quality accommodation, where people want to live, and are supported through our services to maintain their independence.
Our purpose. We provide suitable, affordable accommodation for people aged 60 years or over, in the New Forest District Council area.
Our Values. We are committed to the principles of openness and transparency, and all our decisions and actions are underpinned by our values:

David Butler
David works part time in business consultancy following 30 years management experience in the medical industry.
David joined the Board in 2022 and became Chairman of the Board in 2026.
David is focused on ensuring that Muircroft, as a smaller housing association, has a sustainable future in providing affordable housing in the Waterside area of the New Forest, for many years to come.
Nick Tustian
Nick retired in 2022 after a career spanning 48 yrs in local government. Nick started his local government career in Banbury and he has moved a number of times including a time in Channel Islands working for the States of Jersey. He is a charted accountant by profession and was appointed Chief Financial Officer for Eastleigh Borough Council in 1990 and was appointed Chief Executive of the Council in 2013, a position he held until retirement.
Nick joined the Board in 2018 and his term of office will end in 2027.
He is currently the Treasurer and Chairman of the Finance, Buildings and Audit Committee.
Sarah Stevenson-Jones
Sarah Stevenson-Jones BSc (Hons) PGCert MRICS MIFSM AIFireE CertIOSH is an accomplished building safety and compliance leader with extensive experience across social housing, local government and consultancy.
She is currently Group Director of Building Safety & Compliance at Stonewater, leading landlord compliance and building safety across 47,000 homes and overseeing the delivery of major programmes including PAS 9980 assessments, external wall remediation, and safety case development for higher-risk buildings.
Sarah has previously held senior director roles at Swan Housing Group and the London Borough of Enfield, with accountability for large-scale capital investment, asset strategy, resident safety and regulatory readiness.
A Chartered Surveyor and qualified health and safety practitioner, she has contributed to national sector guidance through industry groups and editorial panels, bringing strong governance, assurance and risk-management expertise to board-level decision-making.
Sarah joined the Board in 2026.
Dominic Gregory
Dominic joined our Board in 2025.
Dominic brings over 19 years’ housing and residential property experience, within both private and not-for-profit sectors.
Most recently he worked at a senior level in a large housing association with responsibility for a range of supported and specialist housing services and property portfolios.
Alongside extensive experience in housing management and a passion for providing excellent customer services, Dominic's experience is broad, with expertise in FM and asset management, organisational transformation, partnership development and in navigating regulatory reform.
Dominic looks forward to utilising these to help support Muircroft's future development and make a positive difference to the lives of its customers.
Maureen Robinson
Maureen joined our Board in 2025.
Maureen has a wealth of experience within the public and not for profit sectors, most recently working as an independent advocate, supporting people to uphold their rights.
Maureen has strong local connections with the Waterside area of the New Forest and is a former District Councillor.
Maureen brings extensive governance experience of the social housing sector, where she has a long longstanding record as a non-executive director for housing associations across the south and west of England.
Maureen is passionate about ensuring everyone has the opportunity to access a healthy, good quality home. She is delighted to have been asked to join the Board of Muircroft and is looking forward to getting to know the team and using her experience within the community.
Mike Gibson
Mike has been a board member since 2022.
He is retired from a career in financial management and consultancy, having worked for an international accountancy firm and then one of the world’s largest information technology companies.
Mike’s interests now include practical volunteering outdoors in the New Forest for nature conservation charities. He is also involved in many local community groups.
Andy Freeman
Andy joined our Board in 2025.
Andy joins the Muircroft Board after taking early retirement from the NHS, after 40 plus years’ service. Andy worked first as a registered mental health nurse before moving into senior management and project and programme management roles within the NHS.
Andy has had a long-standing relationship with Rotary, transferring to the Hythe and Waterside club in 2024, when he relocated to Holbury from Surrey. He is excited to maintain the Muircroft ‘Rotary’ link, recognising that we were founded as the Hythe Rotary Housing Association.
Andy has extensive experience of governance, having served as a local Councillor and also as a Governor of an NHS Trust.
Since moving to the Waterside area of the New Forest, Andy has also become a Trustee of the Fawley Men’s Shed and is now keen to use his skills and experience to further the excellent work of Muircroft.
Paul Hackett
Paul joined our Board in 2025.
Paul has worked in the Social Housing sector for almost 30 years with an overlapping 17 years’ experience in Local Government. With his executive level experience in Finance (Paul’s primary specialism) he also brings expertise in IT, HR, Risk Management, Governance and Legal functions.
Paul also brings extensive experience of Governance in the housing sector. Paul has been a Board member of Homes in Sedgemoor since 2019, a successful ALMO managing over 3,000 homes for Somerset Council and was also appointed to the board of Pivotal Housing, based in Dorset in 2024.
Paul currently works as a Business Planning Consultant, helping housing organisations across the country.
Paul has recently led the review of the Association's 30 year financial plan and leads on this from a Board perspective.
Andrew Simpson
Andrew joined our Board in 2025.
Andrew joined Winchester Housing Trust as Chief Executive in March 2018. Prior to this he was the Area Director for YMCA Fairthorne Group overseeing housing, childcare and youth services within Hampshire.
Before joining the charitable Sector, Andrew had a long career in housing in both local government and housing association environments predominantly in housing needs, homelessness and supported housing.
Andrew has worked at Southampton City Council, Reading Borough Council, Hyde Housing Association and Housing Solutions.
Andrew holds a Chartered Institute of Housing Professional Diploma in Housing and has always had a keen interest in the provision of affordable housing and the protection of tenancy rights for residents.
Samantha Brower
Sam Brower is an experienced senior leader and Non Executive Director with over 25 years’ executive experience across regulated sectors.
She has held Managing Director roles in both the manufacturing and construction industries, the latter specialising in refurbishment partnerships with Housing Associations and Local Authorities.
As founder and CEO of an award-winning manufacturing business until 2025, Sam held full accountability for multi-site operations, finance, compliance, risk management and team leadership.
Sam now acts as a strategic advisor to Fiander Food Business Solutions, supporting founder-led organisations with governance, assurance, operational excellence, technical expertise and leadership, through growth and change. She brings a calm, people centred approach to complex decision making, with a strong commitment to fairness, tenant well-being and community impact.
She offers Muircroft Housing robust board level insight across governance, culture and operational assurance.
Sam joined the Board in 2026.
Robert 'Bob' Densley
Bob is an experienced Non-Executive Director with over 20 years’ leadership in the provision of strategic advice, transformation delivery, governance and Operational Excellence.
As Managing Partner of Performance Power, he led complex, large-scale programmes across FTSE 100 organisations, the Ministry of Defence and UK government, specialising in operating model design, performance improvement and delivery assurance. Earlier senior roles with the Post Office, BT Group, Post Office, Vertex and the Computer Sciences Corporation established a strong commercial and operational foundation.
Bob brings particular insight into the social housing sector, having worked with local authorities and housing associations. He offers robust board-level oversight of risk, governance and financial resilience, alongside a focus on tenant outcomes. He is committed to strengthening the tenant voice and supporting effective engagement with the Regulator of Social Housing.
He holds a Business Administration Degree from Gwent and a MA in Operational Research and Strategic Change from the University of Westminster.
Bob joined the Board in 2026.
Board Terms of Reference
The Board of Management current terms of reference are:
- Setting and ensuring compliance with Muircroft’s mission, vision, values, and strategic aims of the Association, ensuring its long-term success.
- Setting, approving, and reviewing policies and strategies to deliver the vision.
- Setting a positive culture, with a strong customer focus, seeking to understand and improve
customers’ experience. - Ensuring that the Association operates effectively, efficiently, and economically.
- Providing oversight, direction and constructive challenge to the CEO and staff team and establishing and maintaining a strong working relationship between the Board and CEO.
- Satisfying itself as to the integrity of financial information, approving the financial plan, each year’s Business Plan, budget, and annual accounts prior to publication.
- Monitoring performance of plans, budgets, and operations.
- Ensuring the Association complies with Codes of Governance and works within its Regulatory
Framework and its Rules and that the Association’s affairs are conducted lawfully and in accordance with generally accepted standards of performance and probity. - Establishing and overseeing a framework for the identification and management of risk to protect Muircroft’s assets and reputation, ensuring a safe environment for tenants, and determining Muircroft’s risk appetite.
- Establishing and overseeing a framework of delegation and systems of internal control so the
business can run effectively. - Scanning the operating environment, thinking strategically, and adapting to changing circumstances.
- Evaluating and approving new development opportunities, ensuring these are in line with Muircroft’s business plan.
- Agreeing changes to the structure, size, and composition of the Board in accordance with its Rules and referring these to a General Meeting when necessary.
- Appointment of Chair and Vice Chair of the Board of Management, committee chairs and committee membership.
- Approving the appointment or removal of any officer of the Board including the Chief
Executive/Company Secretary. - Ensuring succession planning for Board and Chief Executive/Company Secretary appointments, Board member training and appropriate self-assessment.
- Approving evictions.
Board Member Expenses
The Board is mindful that Muircroft was created by the Hythe & Waterside Rotary Club to tackle local housing need and that our values are still informed today by the ‘charitable principles’ of ‘giving something back’.
The Board is proud that we act as volunteers and that Board Members serve on a voluntary basis and do not receive any remuneration. On this basis, Board Members do not normally claim expenses unless there are exceptional reasons.
The Board is also fully aware of its wider duty to ensure that we operate on an inclusive basis and that no Board Member should be financially disadvantaged because of their participation in the governance of the Association.
Every effort will be made to ensure that meetings are held in such a way that Board members do not incur unnecessary expense (e.g. remote meeting attendance).
This policy sets out the parameters of what Expenses may be payable whilst noting that it is the Boards current preference that claiming expenses should be seen as ‘exceptional’.
